    -- Reauthorize trade promotion authority. Without trade promotion authority our trading partners will be reluctant to negotiate trade pacts with the U.S. America's hands will be tied, and the U.S. will fall behind other nations negotiating trade agreements at an unprecedented pace.

    -- Eliminate non-tariff barriers. Non-tariff barriers hinder trade and burden small companies with unnecessary compliance costs. Examples of these barriers include cumbersome customs regulations, corrupt government procurement processes, and most recently, a proliferation of divergent or non-harmonized approaches to environmental standards, among others.

    -- Uphold and enforce trade agreements. In addition to pursuing new agreements, the U.S. must commit to maintaining and enforcing those agreements already in place. The U.S. must take an aggressive stance to protect products already covered by the WTO's Information Technology Agreement (ITA). The ITA covers over 97 percent of the world trade in information technology products, and provides for the elimination of duties on those covered products. But as technology has evolved, many countries claim that the ITA does not apply to the next generation of covered products. It is crucial for the United States to uphold provisions of the ITA that allow for future developments of IT products and enable companies to enjoy the full scope of the agreements intended duty-free benefits.

    L-1 Identity Solutions Awarded Expanded U.S. Passport Card Program Including New U.S. Border Crossing Card

    STAMFORD, Conn., July 22 /PRNewswire-FirstCall/ -- L-1 Identity Solutions , a leading provider of identity solutions and services, today announced that the prime contract award first announced in March 2008 by L-1 for the U.S. Passport Card has a negotiated value of $215 million over five years. The in-scope expansion of this original contract is due to increased demand anticipated for the new credential that will facilitate the frequent travel of Americans living in border communities. Additionally, L-1 also was awarded $24.8 million over five years for the new U.S. Border Crossing Card (BCC) as part of an expansion to the U.S. Passport Card program. Together, the value of the prime contract award combined with the BCC award brings the value of the Department of State contract with L-1 to $239 million over five years.

    The U.S. Passport Card is a convenient, wallet-sized document for land and sea travel between the United States and Mexico, Canada, the Caribbean and Bermuda. It is not valid for travel by air. Full production and distribution of the new U.S. Passport Card began in mid July 2008, with over 350,000 Americans pre-ordering the U.S. Passport Card. The card has a vicinity-read Radio Frequency Identification Device (RFID) chip that enables Customs and Border Protection inspectors to access photographs and other biographical information stored in secure government databases before the traveler reaches the inspection station. For privacy protection, there is no personal information written on the electronic chip itself. The chip has only a unique number pointing to a stored record contained in secure government databases.

    The Department of State expanded the U.S. Passport Card contract to include the BCC specifically for Mexican Visa applicants. The Department of State anticipates issuing up to 10 million cards to qualified Mexican Visa applicants over the next five years. The BCC is modeled after the U.S. Passport Card and will incorporate an improved design, a vicinity-read RFID chip with read capacity consistent with other documents used by the Department of State and the Department of Homeland Security. Since the new BCC will be produced from the same card stock as the new U.S. Passport Card, it will incorporate the same overt, covert and forensic security features, making it one of the most secure credentials in the world. The BCC is the planned Phase 4 of the U.S. Passport Card contract and the new card is slated to begin issuance in Fall 2008.

    ACS Launches Computer-Aided Dispatch System to Improve Emergency Response for Oklahoma City Residents

    DALLAS, July 22 /PRNewswire-FirstCall/ -- Affiliated Computer Services, Inc. (ACS) has successfully launched a new state-of-the-art "911" dispatching and mobile data system for Oklahoma City Police and Fire Departments to improve each agency's response during an emergency, and provides advanced features to enhance first responder safety.

    Featuring new GPS equipment and software applications installed in police and fire vehicles, the new integrated dispatch system supports map-based displays of originating locations for emergency calls from wireless callers, and allows dispatchers to assign incidents to the appropriate and often closest first responder.

    MIMA Cancer Center Becomes First in World to Treat Soft Tissue Carcinoma With Stereotactic Body Radiotherapy Using RapidArc(TM) Radiotherapy TechnologyNovel image-guided treatment completed in just five minutes a day for five days

    MELBOURNE, Fla., July 22 /PRNewswire-FirstCall/ -- Doctors at Melbourne Internal Medical Associates (MIMA) Cancer Center have become the first in Florida to treat cancer using RapidArc(TM) radiotherapy technology from Varian Medical Systems . They are also the first in the world to use this technology to deliver stereotactic body radiotherapy (SBRT) in the treatment of soft tissue carcinoma.

    A 72-year-old man with Merkel cell carcinoma was treated for a soft tissue tumor in his thigh, which had developed close to where a similar tumor had been treated with conventional radiotherapy six months earlier.

    "In this case, it was important that we avoid exposing the previously-treated area to any additional radiation," said Todd Scarbrough, M.D., radiation oncologist and director of the MIMA Cancer Center. "Using RapidArc, we completed each of his treatment sessions in just five minutes, including imaging and treatment. In the past, using conventional IMRT, this type of treatment would have required 30 minutes per session to complete."

    RapidArc makes it possible to quickly deliver an advanced image-guided, intensity-modulated radiation therapy (IMRT) treatment with one 360 degree rotation of the treatment machine around the patient. In this case, however, Scarbrough and his team designed a treatment that was delivered with just half a rotation around the patient.

    "The tumor was near the surface of his thigh, so a full arc would have exposed too much of his normal leg to the treatment beam," Scarbrough said.

    Scarbrough's team planned the RapidArc treatment using Varian's Eclipse(TM) treatment planning software, which allowed them to visualize how the dose would be distributed within the patient's leg. "The RapidArc plan gave us a dose distribution that was superior to what we could have achieved with traditional IMRT," Scarbrough said. "Eclipse made it easy to create a plan that would avoid the previously-irradiated tissues. We just superimposed the dose distribution from his earlier treatments onto the new CT scans, created a structure out of that area, and instructed the software to avoid it as if it were a critical organ. It was very easy to do."

    Stereotactic body radiotherapy involves delivering higher-than-usual doses of radiation to a tumor over a shorter-than-usual timeframe. It requires great accuracy and precision, both in terms of targeting and in terms of beam shaping, to minimize the exposure of surrounding tissues. MIMA's RapidArc protocol achieves the necessary level of precision. 3-D X-ray images of the targeted area are used to fine-tune patient positioning prior to each treatment. Then, as the treatment machine rotates around the patient, the treatment beam is continually shaped and reshaped to match the dimensions of the tumor.

    "Any time you have a spherical lesion that is deep within the body, and you want to deliver a high dose, RapidArc is going to be the ideal way to treat," Scarbrough said. "Our plan is to use RapidArc any time the treatment plan gives us a dose distribution that is equal to or better than what we can get with standard IMRT, because RapidArc is so much faster. And that's much better for our patients." Scarbrough's team is now working on RapidArc treatment plans for a prostate and a lung cancer case scheduled to begin treatment later this month.

    The American Cancer Society estimates that, in the United States this year, doctors will diagnose 1,437,180 new cancer cases; over 100,000 will occur in the state of Florida.

    Hoku Solar and Suntech Power Complete Solar Installation for One of Hawaii's Largest Beverage Distributors

    KAPOLEI, Hawaii and SAN FRANCISCO, July 22 /Xinhua-PRNewswire/ -- Hoku Solar, Inc., a wholly owned subsidiary of Hoku Scientific, Inc. and designer, engineer and installer of photovoltaic (PV) power systems, and Suntech Power Holdings Co., Ltd., one of the world's leading manufacturers of solar photovoltaic (PV) cells and modules, today announced the completion of a 254-kilowatt PV solar power system at the Oahu warehouse and distribution headquarters of Paradise Beverages, Inc. The system uses more than 1,540 individual Suntech modules to produce an estimated 525,000 kilowatt-hours of clean solar power each year. It is the third of three solar projects totaling 358kw of power the Hoku-Suntech team have implemented for Paradise Beverages.

    Hoku Scientific and Suntech work together at multiple points in the solar supply chain. In Hawaii, Hoku deploys Suntech modules for many of its commercial installations, while Suntech has engaged Hoku to supply it with solar-grade polysilicon from its planned production facility in Pocatello, Idaho.
